The short answer
Somebody has just spent a lot of money on a camper and discovered that it came with nothing to use it. Their shopping list is long, dull and several hundred dollars, and the genuinely helpful gift is to take one section of that list away from them.
The three jobs

Power is the most valuable thing you could give them and the one with a compatibility trap. Three prongs on their shore cord is 30 amp, four is 50, and the units are not interchangeable. If you can find that out, it is the best gift here. If you cannot, pick one of the other three. Why an EMS, not a surge protector.
If you take the water job
Two items. A drinking-water-safe hose, which is a different product from a garden hose and matters because water standing in a garden hose tastes of it. And a pressure regulator, because campground pedestals can deliver over 100 psi and camper plumbing is designed for far less.
The regulator is the better half of this gift. It is the item that gets skipped, and the consequence of skipping it is a burst fitting inside a wall. The regulator picks.
If you take the waste job
A 20 ft sewer hose kit, as two 10 ft sections with rotating fittings. Twenty feet, because 10 does not reach on a lot of sites. Reinforced wall rather than the cheapest, because the cheap ones split along a fold within a season.
Add a hose support if the budget allows, because a sagging hose holds waste and that is the actual cause of the smell people blame on the hose. The sewer hose picks.
Nobody enjoys buying this part of the list, which is exactly why taking it off their hands is appreciated.
If you take the level job
Three items, all cheap, all universal. Interlocking leveling blocks, because an absorption fridge needs the camper close to level to cool properly. Four wheel chocks, because a chock works in one direction and most people buy two. Jack pads, because on soft ground the jacks sink and the camper they leveled at seven is not level at midnight.
Add a pair of screw-on bubble levels and you have covered the whole job for very little. The leveling picks.
The gift that reads as thoughtful
A roll of RV roof sealant tape.
Here is why it lands. Water damage is the thing that writes campers off, and it starts as a small leak at a roof seam or a sealant failure around a vent. A roll of proper sealant tape sits in a compartment doing nothing for two years and then stops a four-figure repair on a wet afternoon in the middle of nowhere.
A new owner would not think of it. An experienced one would immediately recognize it as a gift from somebody who asked the right person.
The common mistake
One question worth asking
“Does your camper have three prongs or four on the power cord?”
It sounds oddly specific, which makes it a reasonable thing to text. The answer unlocks the best gift in the category — an electrical management system that will save their air conditioner the first time they stay at a full campground on a hot afternoon.
If you would rather not ask, the water, waste and level jobs are all compatibility-free.

- Power protection is the best gift and the one with a compatibility trap: ask about 30 or 50 amp.

It is the most valuable gift here, and it needs you to know whether they have 30 or 50 amp service — three prongs on the cord is 30, four is 50. Not interchangeable, so ask first.
